| The Present
Activities Of This Fund, Based Initially At The Teaching Hospital, Kandy,
Sri Lanka Even though Hospitals of Sri Lanka offer free services including diagnostic laboratory testing facilities, these labs in general are extremely inefficient and their test reports are most of the time late and unreliable due to unavoidable corruption in government sector employment. Therefore, when it comes to diagnosis of emergency pediatric complications, testing facilities of private sector Medical Laboratories are, almost every time, a “lifesaving” option. However, since these tests usually cost the patient from US$ 5/= to US$ 45/=, many parents cannot afford to pay such amounts of money, and as a result, the child’s life is at great risk, as the doctors have to await test results, in order to start any kind of treatment. At such instances, the consultant pediatrician of the hospital ward utilizes the “Voucher Pad” supplied by the “fund” (please refer “Samples of Disbursements” shown above), and issues a voucher in triplicate, retains the third copy and sends the other two to a private medical laboratory with the (probably blood) sample of the child, through the parent/Guardian. The laboratory performs the prescribed tests immediately on receipt of
the voucher in duplicate, retains the second copy, and sends the original
voucher to the fund to claim reimbursements, after issuing the test reports
to the parent/guardian of the child. |
